Question Name that Car -what MOW is this??

I got photos of this in Manassas the other day but I'm not sure what it's for. I can tell is for MOW of some sort but what?

Dave I'll make a stab at it.
according to the latest railway quarterly the reporting marks (MPCX) belong to Michels Corp, and among their many services communications is one of them. I believe i saw a similar car 7 or 8 years ago when they were installing the conduits for fiber optics along the Conemaugh line so 2+2 = 13.
